Definition

An initiative is a process that allows citizens to propose or initiate a statute or constitutional amendment.

Analogy

Think of an initiative like starting a group project in school. If you see something that needs to be done, you can take the lead and start the project yourself, rather than waiting for someone else (like your teacher) to do it.
