Stati Città refers to city-states, which are independent political entities consisting of a city and its surrounding territory. These states have their own governments and are not part of a larger nation or empire.

Analogy

Imagine each city-state as its own small country within a larger continent. Just like how countries have their own laws, governments, and borders, city-states function independently with their own rules and regulations.
