Decentralization: The transfer of power or decision-making authority from a central authority to local governments or organizations.
Home Rule: The ability of local governments to govern themselves on certain issues without interference from higher levels of government.
Devolution: When power is transferred from a higher level of government to a lower level, such as from the federal government to states.
