These are political boundaries that are defined and delimited after significant settlement has occurred, often drawn to accommodate cultural, ethnic, linguistic or religious differences.

Analogy

Think of subsequent/ethnographic boundaries like the lines you draw on a shared bedroom floor after you and your sibling have already set up your individual spaces. You're dividing the room based on where each person's stuff is already located.
