Definition

An experiment refers to a method of testing and exploring new ideas or policies in order to gather data and determine their effectiveness.

Analogy

Think of an experiment like trying out different flavors of ice cream. Each flavor represents a different policy, and by tasting them, you can see which ones you like best. Similarly, experiments in government allow states to try out different policies to see what works best for their citizens.
