Liberal Reform Phase

Definition

The Liberal Reform phase is considered as first stage in French Revolution from 1789 to 1791 where moderate reforms were implemented aiming at limiting powers of monarchy through constitution.

Analogy

Consider this phase as setting up rules for a board game. Just like how you'd want everyone to have fair chances in game without any player having undue advantage, similarly liberal reformers aimed at creating fairer society by reducing king's power.
