Elba is an island in Italy where Napoleon Bonaparte was exiled after his forced abdication following the War of the Sixth Coalition in 1814.

Analogy

Imagine being grounded for misbehaving and sent to your room - that's what happened to Napoleon when he was exiled to Elba. But just like some kids sneak out when they're grounded, so did Napoleon!
